Charge and Collection
I – Recognize water as an economic good and give the user an indication of its real value;
II – Encourage the rationalization of water use;
III – Obtain financial resources to finance the programs and interventions contemplated in the Hydrographic Basin Plans.
In the state of Rio de Janeiro, water use charges were instituted by Law No. 4.247/2003, which came into force on January 1, 2004.
In December 2004, through Resolution No. 05/2004, the Guandu-RJ Committee established criteria for charging, which became effective in March 2005, pursuant to Resolution No. 13/2005 of the State Water Resources Council (CERHI).
In 2015, the Committee approved Resolution No. 118/2015, which changes the value of the Unit Public Price (PPU) from R$0.02 to R$0.04, as of January 1, 2017.
In addition, Resolution No. 197/2018 was approved at CERHI-RJ, which institutes the automatic update of the PPU based on the Broad National Consumer Price Index (IPCA).
